 「ルパン三世」TVスペシャルシリーズの第3作目。今回ルパン一味が狙うのは、ルパン帝国の財宝のありかが記されているというナポレオンの辞書。
   ルパンが計画を練っているちょうどそのころ、ニューヨークで開催されていたG7の席上で、世界的不況を立て直すにはルパン帝国の財宝が必要という意見が経済学者から出る。隠し場所を知っているのはルパン帝国の末裔（まつえい）、ルパン三世のみ。マドリードからパリまで辞書を追ってルパンが動き、ルパンを追って世界各国の諜報機関が動き出す。
   1991年製作のせいか湾岸戦争を思わせる台詞が数多くあったり、当時の首相そっくりな海辺首相が登場したりと、全編サービスたっぷりの作品に仕上がっている。（田中 元）

木戸：「警部はどうしてルパンを追いつづけているのですか？私、自由のために戦っているつもりでこの仕事をしてきました。でもルパンって、本当の意味で自由なんですよね。そんな彼を逮捕するのがいいことなのかどうか、解らなくなってしまって…」

銭形（に扮したルパン）：「確かにな。だがわしはルパンを逮捕する。ルパンも、もし逮捕されるならわしに、と思っているはずだ。わしと彼はライバルだし…まあ、似てるのかな、わしもあいつも自由人だから」。

このシーンでは、銭形警部にバケたルパンは、自分を追っている女CIA・木戸をくどきつつ、さりげなく銭形への信頼をも語ってみせます。

あらためて観直してみると、本作のテーマであるらしい「自由人であること」をめぐって随所にちりばめられた「決めゼリフ」は、どうしようもなく陳腐でアナクロです。それでも、そうしたセリフがおなじみのキャラの口から発せられるとグッとくるから不思議です。上のシーン、私は好きです。

昨今の作品には見られなくなった「セリフの魅力」が堪能できる作品。作画レベルは、正直新ルパンにも劣るのではないかと思いますが、その分セリフが素晴らしい。「戦いなんてもんはなぁ、ほんのささいな行き違いや思い違いで起こるもんさ」「君も自由人になれよ」などなどです。いやー、ルパンってほんとにいいもんですね。

　世界情勢を皮肉った凝りが彼方此方に散りばめられていて、大いに楽しめます。世界不況を打開する為にG7各国の首脳達が導き出した手段はルパン帝国の財宝、その鍵を握るのは他でもないルパン三世。普段とは異なる理由で追われるルパンの先に待つ、ルパン帝国の財宝とは一体。ナポレオンの辞書と謳われる秘宝を巡って、様々なドラマが巻き起こります。笑いあり、アクションありのお腹一杯の一本です。
　最後の落ちが、あまりに安っぽ過ぎるのが残念ですが、個人的な楽しみポイントが満載だったので、この小さな惜しさは気にしない事にして、当時のご時勢を思いながら見耽ってみては如何でしょうか。ルパンと銭形の厚い絆も見所です。
